Depending if the payroll has been built or not. If it has been built The user cannot undo the payroll.
If the payroll has not been posted then it can be unbuilt.
Update the prevailing Wages with new rate; make sure the effective date dates back to the date of the original entries.
Rebuild the payroll to pick up the adjustment changes.
