Solution

The consumer may still be within their probation period or the benefits have an effective date that is still in the future.  You can check how the consumer is set up by going to Employee Setup and then selecting the Benefits tab.

If you decide to add the benefit hours record, it will then give the consumer a negative balance.  The balance will be righted once the consumer has reached the benefit effective date and benefit hours are accumulated.
